이승만정권기 경제개발3개년계획의 내용과 성격

Syngman Rhee Government’s three-year Economic Development Plan



한국어 초록

  1956년, 6.25전쟁 전 수준으로 생산력이 회복되자 한국정부는 장기경제개발계획 시안을 미국에 제출하고 개발의지를 표명하였다. 미국의 동의하에 1958년 4월 경제개발계획을 전담할 산업개발위원회가 발족되었고, 산업개발위원회는 1960년 4월 경제개발3개년계획을 국무회의에 제출하였다.

  경제개발3개년계획은 장기적인 과제로서 경제자립을 염두에 두면서 국가 주도 하에 중화학공업의 발전에 주력하는 계획이었다. 이승만정권은 자본과 기술의 한계로 인해 자본가들이 쉽게 추진하기 어려운 중화학공업의 건설을 국가가 집중 지원함으로써 급속한 경제발전을 이루고 북한과의 체제경쟁에서 승리하고자 하였다. 이러한 이승만정권의 국가 주도 산업화정책과 경제개발계획의 기획과 구상은 박정희정권이 추진한 경제개발5개년계획으로 현실화되었다.

영어 초록

  After productive power was recovered up to the level of the prewar period, The South Korean government submitted a tentative plan for a long term economic development to the United States. Under the agreement with the United States, the Committee for Industrial Development was created in n April 1958, who submitted a three-year plan for economic development to a Cabinet council in April 1960.

  This plan was a long term project, which focused on the development of heavy chemical industry while keeping economic independence in mind. Rhee government’s state-led industrialization policies and economic development plans centered on heavy chemical industry were eventually realized to Park Chung Hee’s economic development plans.

이러니 미국이 이승만 싫어하지. 미국이 이승만 정권 호구도 아니고

이승만 하야하고 나서 미국의 지원계획은 무산됨

그래서 박통이 한일회담 베트남 광부간호사 파견 등의 번 돈으로 겨우겨우 수정된 5년 계획 추진함
