[토마스 오헤아 퀸타나 유엔 북한인권특별보고관]

유엔 북한인권특별보고관이 서해 남측 공무원 피격 사건에 대한 북한의 통지문을
사과로 볼 수 없다고 판단했다고 미국의소리(VOA) 방송이 30일 보도했다.
文이 지난 28일 김정은 북한 국방위원장의 사과에 대해
“각별한 의미로 받아들인다”고 평가한 것과 정반대의 진단인 셈이다.

►“긴박한 위협이 없는데도 민간인을 자의로 살해하는 것은 세계인권선언에 저촉되고,
생명권에 관한 제네바협약도 위반한 것”
►"북한에 희생자의 가족들에게 모든 정보를 공개하고 보상하라고 촉구하는 한편,
남한 정부에도 이번 사안을 투명하게 공개할 것을 북한에 요구하고
불법적인 살해를 초래한 북한의 정책 변화를 위해 목소리를 내야 한다."
